There is a bus system that will take you from Cruz Bay to Coral Bay but it doesn't run on a reliable schedule or none that I found. I suggest renting a car if you are going to be going to the beaches or touring alot. Taxis will take you to many places but that can get expensive. However, if all you want is to tour the island and see the sights, than I would suggest a hiring a taxi.
It is a beauitful island, enjoy your trip.
